Hostel and Mess Rules

The following Hostel/Mess rules are formed for the collective benefit of the inmates of the hostel and smooth running of the hostel and mess. If any of these rules are violated, the parents/guardian may be informed at the discretion of the Hostel Management Committee under complaint by warden, in addition to disciplinary action taken by HMC against the student violating the rules.

Modification of Rules

Any matter not covered under these rules shall rest at the absolute discretion of HMC, Bhatkal Muslim Jama’at, Bangalore. Bhatkal Muslim Jama’at, Bangalore reserves the right to modify any rule/rules as and when deemed necessary.

Safety and Security of the Student’s and Hostel property

  • Hostellites are solely responsible for the safety of their property/belongings and they should exercise vigilance at all times. Warden/Hostel authority cannot assume any responsibility for any loss of private property of the hostellites.
  • Hostellites are responsible for the safety of the Hostel property/furniture. Furniture allotted to a student shall not be damaged, removed or exchanged. It is the responsibility of the hostellites to safeguard the common facilities and service of the hostel. Damage of any kind to the furniture and other common facilities/services should be immediately brought to the notice of the warden.
  • Any damage to hostel property including driving of nails and defacing wall will be repaired at the expense of the occupants (a) of a room or (b) of hostel, as they case may be.
  • Willful damage to hostel property will be deemed to be a breach of hostel discipline and will be dealt with by a fine; recovery of the cost of the item or such other punishment as the warden/authorities may decide.
  • Hostellites are not authorized to use extra electrical gadgets other than those provided by the hostel authorities. Warden my permit on specific request from the student the use of any additional electrical gadgets, at his discretion provided the student agrees to pay special fees as decided by the warden.
  • Students should not cause damage to the permanent structure, fittings or furniture and they are prohibited from pasting posters of any kind or papers on the wals, doors or windows of the hostel.
  • Students are advised in their own interest not to keep money and/or other valuables in their room.  They may open a savings account in a local bank for monetary transactions.
  • Students should provide their own locks for their room, box and almirahs, to safeguard their property. An extra room key should be deposited with hostel authorities.
  • Student should not encourage visit of hawkers, walk-in salesman, beggars, strangers, etc into the hostel premises.

Cleanliness

  • Each one is responsible for the cleanliness of his room as well his immediate surroundings and make the hostel life pleasant. None should throw litter, empty bottles, paper and unwanted articles, etc. all-over the place. All these articles of waste must be deposited in the waste paper baskets provided in the hostel. Proper arrangement will be made to clean verandahs and hostel surroundings.
  • All inmates of hostel should take part in the common cleaning programme of the premises arranged by the warden with a sense of responsibility and service.
  • No meals should be cooked in the rooms. Hostellites are not permitted to take food to their room.
  • For sick students confined to bed, the warden’s written permission should be obtained to have the food served in the room, and plates should be safely returned after the meal.

Visitors and Guests

  • Resident students are not permitted to allow their rooms to be used by others. All visitors and non-residents must leave the hostel premises by 9:00 pm and non are permitted to stay overnight. Visitor’s luggage will not be allowed inside the hostel.
  • As a general rule, guests should not be entertained. However the parents/guardians and other close relatives of the inmates may be allowed for a special period with the prior permission of the warden.
  • Entertaining outsiders as guests in one’s room is strictly prohibited. Immediate disciplinary action will be taken against the hostellite who violates this rule.

Hostel Discipline

  • Students are requested to avoid smoking, singing aloud, shouting or making noise including tape recorders, radios, music players, etc beyond their own ear’s range. Such noise will distract the attention of other students.
  • Silence hours will be observed from 9:00pm to 7:00am on all days. No noise of any kind will be permitted during the silence hours and action will be taken for breach of this rule.
  • Any type of ragging is prohibited and liable to draw very severe penalty, including ouster from the hostel. The offence may attract provisions of Indian Penal Code. Teasing, embarrassing, causing any bodily injury or causing mental strain or any action causing inconvenience to the new students either inside or outside the hostel by the senior students shall be considered as ragging. Students involved in ragging activities shall be expelled from the hostel and suitable criminal proceedings as deemed necessary will be initiated against them.
  • All inmates should be present at the hostel at all the times except at the period when they are attending their classes. Students must be present in their rooms latest by 9:00pm on all days. Permission of the warden is necessary for going out after 9:00 pm.
  • Residents of the hostel are not permitted to convene meeting of any kind in the hostel/mess premises without the prior permission of the HMC. Disobedience of this rule will be strictly dealt with.
  • The following offences will be viewed very seriously and call for dismissal from hostel at any time of the year, in addition to other actions as deemed necessary.
  • Student bringing into the hostel or consuming in the premises – liquor, intoxicants, drugs or coming into the hostel drunk.
  • Students indulging in games of chance for stakes or gambling.
  • Using physical violence on the staff of the hostel.
  • Keeping away from hostel without prior information.
  • More than ordinary acts of indiscipline behavior and frequent acts of indiscipline.
  • Students taking active part in political or other agitations or group politics.

Bhatkal Muslim Jama’at, Bangalore shall be the disciplinary authority, to handle all charges of misconduct against the student[s] and to impose penalty. HMC shall decide on the disciplinary action.

Vacating of the Room

  • For vacating the accommodation/room, the student must fill in accommodation/room vacating form in duplicate, which is available at the hostel office. While vacating and handing over the room hostel staff shall inspect the equipment, fittings, fixtures and furniture and the form shall be duly signed. All the hostel properties should be in serviceable and operation order. Charges for breakages/un serviceability shall be recovered from the hostellite. Hostel staff having taken-over the accommodation/room will hand over the original form to the warden who will record the vacation in hostel accommodation register.
  • Any hostellite failing or neglecting the room vacating procedure will be shown in the hostel accommodation register as a continuous occupation necessitating billing for rent.
  • Hostellite should not stay away from his room during night without the written permission from the warden. All hostellite leaving hostel with permission for travel must inform their destination address, mode of travel and purpose of travel. The possible date of return also to be notified and telephone number, if available.
  • Hostellite will not lock-up their rooms when they leave the hostel during vacation. Violation of this may be treated as unauthorized occupation and the warden may open the lock during the vacation beside imposing penalty rate of rent and establishment charges.
  • If a student wishes to discontinue hostel accommodation in the middle of the term, he may do so after submitting accommodation/room vacating form duly filled and hand-over the accommodation/room. However, no refund of the deposit paid is permissible.

Mess

  • The hostel provides mess facility. Hostellite shall avail of the facility by paying the required fees. Hostellites not availing mess facilities shall pay a minimum of Rs 300/- per month (or the amount as and whenfixed by the HMC) to the mess department.
  • Every effort is made to provide wholesome food in the mess. Only those students who take all the meals in the mess are eligible for the benefits of the mess. All others will be charged at the standard “Guest Rate” as fixed by the Hostel authorities for each meal taken by them.
  • Students are forbidden from entering the hostel kitchen and discussing food problems with mess staff. Complaints if any should be submitted to the warden.
  • Meaningful participation of the students through the student representative will be entertained in the smooth running of the mess. Such participation is limited to quality and quantity of food and menu.
  • Concession will be given in case of continuous absence from the mess for 30 days or more at a stretch. Their approved written request must reach the warden at least a day in advance. They are entitled for a rebate at the rate fixed from time-to-time by the hostel authorities.
  • Students are expected to maintain perfect discipline and order in the mess and in the dining hall with clean and proper dress.
  • The following mess timings will be normally observed:

Breakfast : 7:00am to 8:30am
Lunch  : 1:00pm to 2:30pm
Dinner  : 7:30pm to 9:00pm

Hostel and Mess bill payment

  • Hostel and Mess bills for any particular month should be paid by 5th of succeeding month. Individual reminder will not be given to students.
  • Hostel bills which become payable during the vacation months will have to be paid in advance.
  • Names of non-payers who fail to clear the dues on time will be put on the notice board.
  • All bills should be paid on time. After 10 days of the due period, fine will be collected at the rate of Rs 10/- per day till it is paid. Maximum fine that can be levied for a particular month is Rs 150/-
  • In case of non-payment of the mess bills even after 30 days, the name of the defaulting student will be removed from the hostel accommodation register and he will be required to vacate the hostel premises. Such students will not be allowed to take meals even as guest of other inmates at “Guest Rate”. The names of such students will be communicated to the HMC, Bhatkal Muslim Jama’at, Bangalore, for further action and information sent to their parents/guardians.
  • In case the defaulting student wants to rejoin the hostel, he will be allowed to do so only after his dues are paid in full and subject to the provision of the hostel rules.

The students residing in the hostel are requested to bear in mind that the rules are framed with the main intention of providing a congenial atmosphere in the hostel for academic studies and recognized extracurricular activities. Hence, they are expected to cooperate with the management to make their stay in the hostel happy and memorable and devote themselves for a glorious future as members of a noble profession and citizens of this great nation
